Hi i live in ontario and i’d like to learn french because it would help with my career choice, would it be easier if i moved to quebec (montreal, i have friends there) to learn to speak french and is there colleges/schools where they have classes for beginners?
When changing the province, you are an immigrant. Go to the Immigration and you can have french courses for free. It’s good to have friends, but it is not good to practise the language. You can stay in Ontario.

If you move to Montréal, be aware that it’s perfectly possible to live in English only, especially if you already have friends there. You could spend the rest of your life there and not learn French, that’s up to what you do there, how much effort you put into it and who you spend your time with. If you want real immersion, you will need to create it. Or you can pick another city.

Yes, moving to an area where the language is spoken by the majority is one of the best ways to learn a language. From my experience, many people in Montréal can speak English, as opposed to Québec city which is almost completely French. I believe that most, if not all, universities in Québec will require you to be fluent in French if you want to get into their French programs, but I`m not sure about the colleges or other schools.
